
The police investigated the illegal import of inferior probes and found that the four brothers of Huang Guoxiang, the head of Shangyi International, were suspected of smuggling Phoenix radio wave probes and then selling them at low prices to at least 10 medical beauty clinics across Taiwan. Recently, Li Jinliang (Li Jinliang), the head of Jiashimei Clinic, was also interviewed by the police and was later released. The special task force continued to investigate and suspected that some clinics had destroyed evidence. Today (15), the fourth brother of the Huang family, Huang Peixuan, who was suspected of serving as a “secret doctor”, was approved for detention and no-contact.
The whole case originated from the fact that the Customs Administration of the Ministry of Finance found a batch of Phoenix radio wave probes that were not approved for import during a random inspection a few days ago. Therefore, it was sent to the Northern District Prosecutors Office for investigation. The Northern District Prosecutors Office, under the command of prosecutor Lin Wanyi, the Criminal Bureau’s Intellectual Property Brigade Investigation Team 1, found that the four brothers of the Huang family of Shangyi International, which imports medical materials, were suspected of smuggling medical beauty facelift probes from China.
The police further found that Huang Guoxiang’s four brothers were suspected of importing unlicensed Phoenix radio wave probes from China and then selling them at low prices to more than 10 medical beauty clinics across Taiwan, including the Jiashimei Medical Beauty Clinic opened by the famous doctor Li Jinliang. What’s even more outrageous is that Huang Guoxiang’s younger brother Huang Peixuan, who has no medical qualifications, directly helped customers with Phoenix radio waves in five-star hotels, and even asked Hong Mingquan, the section chief of the Executive Yuan Disaster Prevention and Relief Office, nicknamed “Mazu Wang Yangming”, to help attract customers.
It is reported that a Phoenix radio wave treatment at a medical beauty clinic costs about NT$100,000. The probe used must be discarded after use. The probes smuggled into Shangyi are favored by medical beauty clinics because of their low cost. In addition to renting smuggled probes to medical beauty clinic customers, Shangyi also hired nurses named Chen and others to privately solicit customers to five-star hotels for radio wave skin tightening by secret doctors. Hong Mingquan is suspected to be familiar with nurse Chen and also took part-time jobs on holidays to solicit customers to earn commissions. At the same time, the prosecutors and police also suspected that Shangyi might reuse the probes.
On July 6 and 7, the Northern District Prosecutors Office directed the Criminal Bureau’s Intellectual Property Brigade Investigation Team 1 to search Shangyi and the medical beauty clinic that purchased the illegal probes for two consecutive days with court-issued search warrants, and searched the residences of the relevant defendants and others. Illegal medical beauty instruments, probes, machine modification and assembly tools, electronic parts, hyaluronic acid, botulinum toxin, weight loss injections and other stolen evidence were seized. After questioning, the prosecutors applied for detention and no-contact for the four Huang brothers on suspicion of violating the “Medical Equipment Management Act” and other crimes.
The task force continued its investigation and searched more than 10 clinics in recent days. It is suspected that some clinics have destroyed evidence. The prosecutor again applied for detention and no contact with Huang Peixuan today, and the application was approved. The other applications for Huang Guozhong, Huang Guoxiang, and Huang Qianwan were rejected, and the prosecution is currently appealing.
