On June 27, the Beijing News reported that during the greening project of the Yantaishan Park scenic area in Cangshan District, Fuzhou City, Fujian Province, it was suspected that several “expensive trees” were purchased, with a unit price of nearly 800,000 yuan per tree.

The report shows that the whistleblower Mr. Jiang said that these “expensive trees” were supplied to the construction site of the Yantaishan Park landscape project, including 8 black pines and 7 podocarpus, with prices ranging from 38,000 yuan to 76,000 yuan per tree. However, a “Fujian Shunde Construction Engineering Co., Ltd.’s Input Tax Deduction Status Table for Value-Added Tax Invoices for Horticultural Products and Forestry Products from February 2019 to February 2021” provided by Mr. Jiang shows that the number of invoices for black pines is written as 0.1, and the total price and tax of 0.1 is 78,500 yuan. Calculated by the invoice amount, the purchase price of 0.1 black pine is 78,500 yuan, and the purchase price of a black pine is 785,000 yuan.

The whistleblower, Mr. Jiang, said that the black pine he sold to the “foreman” Yu was only 38,000 yuan per tree, which was purchased from a seedling grower in Jiangsu.

The report mentioned that the reporter learned that the Fuzhou Municipal Finance Investment Review Center had pointed out that there were doubts about the project accounts and asked the owner unit (Yantai Mountain Management Committee) to make rectifications to the following contents based on the actual situation. First, the project has not provided the relevant approval documents for the implementation plan when it was submitted for review; second, the unit price of the main seedlings and other materials needs to be further verified; third, the earthwork transportation volume has not been approved; fourth, Fuzhou Wanbin Real Estate Company has not provided a settlement report with the construction unit Fujian Shunde Company.

Up to now, the Yantai Mountain Scenic Area Renovation Project involving the “sky-high tree” has been completed for several years, but the financial audit work has not been completed. On June 5, the reporter visited Yantai Mountain Park and found that many of the “sky-high trees” had died.

On June 27, a reporter from Jimu News called the Fuzhou Municipal Finance Investment Review Center about this matter, but no one answered the phone.

On the afternoon of the 27th, staff from the Yantaishan Management Committee of Cangshan District, Fuzhou City told Jimu News that they have noticed the above situation. Both Cangshan District and the Management Committee attach great importance to this matter and an investigation is currently underway.
