Fushun reported that “parents questioned the quality of food ingredients in a school”: the purchase of fine pork chops that had been shelved for a long time and not transported using cold chain has been filed for investigation

On the morning of June 23, some people reported through the Internet that some parents questioned the food materials delivered to the canteen of Huaying Experimental School in Fushun County, Zigong City, Sichuan Province that morning, believing that there were quality problems, and distributed relevant pictures and videos. In the afternoon of the same day, the Education and Sports Bureau of Fushun County issued a situation report stating that when the food materials were delivered to the canteen of Huaying Experimental School in the county, some parents questioned the quality of the food materials. The County Education and Sports Bureau attached great importance to it and has jointly sealed the raw and auxiliary materials questioned by parents on the spot with market supervision and other departments. At present, Zigong Inspection and Testing Institute is conducting inspections and tests.
At noon on June 24, the Fushun County Joint Investigation Team issued a situation report, reporting and explaining the situation reported by parents and the handling of the situation.
The report shows that after investigation and verification, the school signed a food material delivery contract with Fushun County Kunpeng Commercial Transport Company (hereinafter referred to as Kunpeng Commercial Transport Company) in August 2024. Kunpeng Commercial Transport Company has two meat suppliers, namely Sichuan Shunkang Food Processing Co., Ltd. (hereinafter referred to as Shunkang Food Company) and Fushun Gu’s Fresh Meat Distribution Center (hereinafter referred to as Gu’s Distribution Center). The 151 catties of pork and 260 catties of fine ribs delivered to the school on June 23 were provided by Shunkang Food Company and Gu’s Distribution Center.
At about 1 a.m. on June 23, Gu’s Distribution Center purchased white pork from Shunkang Food Company. At about 2:30 a.m., Gu’s Distribution Center used an ordinary box truck without refrigeration function to deliver the white pork to Gu’s Distribution Center for cutting. At 4:50 a.m., Gu’s Distribution Center used an ordinary box truck without refrigeration function to deliver the above-cut pork and fine ribs to Kunpeng Commercial Transport Company. At 7:05 a.m., Kunpeng Commercial Transport Company used a refrigerated truck to deliver 151 catties of pork and 110 catties of fine ribs to the school.
Gu’s Distribution Center ordered 150 catties of fine ribs from Zhao, an unlicensed business operator, at 18:00 on June 22. At about 4 a.m. on the 23rd, Zhao bought 150 catties of fine ribs at the farmers’ market, with the pig slaughter time being around 21:00 on the 22nd. At about 5 a.m. on the 23rd, Zhao used a stall truck without refrigeration function and handed it to Gu’s Distribution Center to deliver it to the school.
The investigation found that Gu’s Distribution Center purchased the fine steaks that had been left for a long time after slaughter from Zhao, an unlicensed operator, and did not use cold chain transportation during the purchase and transportation process, resulting in some of the fine steaks being stale. The purchased pork and fine steaks all have valid inspection and quarantine certificates. No abnormalities were found in the ingredients supplied by Kunpeng Commercial Transport Company to other units. Law enforcement officers took samples of the fine steaks, lean pork, and fat meat with skin that were reported by parents of students to be problematic, and sent them to Sichuan Food Inspection Institute and Zigong Inspection and Testing Institute for testing. The results of the two tests of the volatile basic nitrogen index (food freshness evaluation index) did not exceed the national standards.
The notice pointed out that the Kunpeng Commercial Transport Company has been suspended from supplying canteens to all contracted schools, and the existing food materials at the Gu’s Distribution Center have been sealed. An investigation has been immediately launched into the two companies and the unlicensed operator Zhao. Administrative penalties will be imposed in accordance with the law and regulations based on the investigation results, and those suspected of committing crimes will be handed over to judicial authorities for strict and prompt legal disposal. At the same time, a special working group for the supply of food materials for school canteens will be established to ensure the safe and normal supply of food materials; relevant persons in charge of Fushun County Huaying Experimental School, the County Education and Sports Bureau, and the County Market Supervision Bureau who are suspected of failing to perform their duties will be suspended for inspection; the disciplinary inspection and supervision authorities will conduct in-depth investigations into the performance of duties of relevant units and cadres, and any violations of regulations, disciplines, and laws found will be dealt with severely and will not be tolerated.
