Associate professor of Central South University of Finance and Economics was killed by a mentally ill person, his wife speaks out

With a few stick sounds, 51-year-old Wang Mouping, an associate professor at Zhongnan University of Finance and Economics, fell in a pool of blood and died. After being identified by the Judicial Appraisal Center, Wang Mouping was hit on the head with a blunt object by others, causing severe craniocerebral injury and death. This case, which occurred in November 2021, attracted widespread attention that year. Nearly four years after the incident, the civil compensation dispute surrounding Wang Mouping’s death has brought the case back to the public eye.
It is reported that the murderer Wang Mougang was in paranoid schizophrenia (onset period) when he committed the crime, in order to limit (partial) criminal responsibility. The family of the deceased said that before the incident, Wang Mougang tried to return to his hometown in Guizhou from Henan. Because his ID card was lost, he sought help from a rescue station in Zhengzhou City and the Wuchang District Branch of the Wuhan Municipal Public Security Bureau (hereinafter referred to as the Wuchang Public Security Branch). The above departments did not verify, register, and connect Wang Mougang’s information in accordance with national regulations, which eventually led to Wang Mougang sneaking into the Qinyuan Community of the Hubei University Family Courtyard to commit the crime. After the incident, the family of the deceased sued the above-mentioned departments together with Wang Mougang, demanding that Wang Mougang bear various expenses totaling more than 1.79 million yuan, and the above-mentioned departments bear joint and several liability.
However, the above-mentioned departments did not agree with the family of the deceased. Xin Huanghe reporters learned that Wang Mougang was sentenced to death with a reprieve by the Wuhan Intermediate People’s Court of Hubei Province on August 7, 2023 for intentional homicide. On May 30, 2025, the Wuchang District People’s Court of Wuhan City made a first-instance civil judgment that the defendant Hubei University should bear the corresponding supplementary liability, and the Zhengzhou Rescue Management Station and Wuchang Public Security Bureau did not bear the tort liability.
On June 19, Wang Mouping’s wife, Ms. Ao, told Xin Huanghe reporters that she had filed an appeal after the civil case was judged.
Wang was an associate professor at the School of Finance of Zhongnan University of Economics and Law. According to his wife, Ms. Ao, at around 2:20 p.m. on November 30, 2021, he left home alone to get vaccinated. Only 10 minutes later, he was attacked by Wang Gang next to the power distribution room in the community less than 20 meters away from his home and died.
The case file verdict shows that in late November 2021, Wang Gang left home to work in Zhengzhou City, Henan Province, and later wanted to return to his hometown in Guizhou due to physical discomfort. At about 22:00 on the 29th of the same month, Wang Gang took a train from Zhengzhou City to Wuchang Railway Station. At about 9:00 the next day, Wang Gang sneaked into Qinyuan Community, Wuche Road, Wuchang District, Wuhan City, and then stayed and wandered in the community. At around 14:00, the victim Wang Mouping was about to drive his car parked near the power distribution room next to Building 13 of Qinyuan Community. When he unlocked the car remotely, Wang Mougang, who was staying there, thought that the unlocking sound was Wang Mouping imitating the bird song, so he attacked Wang Mouping. Wang Mougang took advantage of Wang Mouping’s unpreparedness and hit him on the head with a wooden stick several times, causing him to fall to the ground. At around 17:00, Wang Mougang was arrested by police officers in Qinyuan Community. According to the appraisal of the Wuhan Wuchang District Public Security Judicial Appraisal Center, Wang Mouping was hit on the head with a blunt object with a strip and died of severe craniocerebral injury. Ms. Ao said that her husband’s death brought a huge blow to the whole family. She turned gray overnight and even had temporary amnesia. “My familiar classmates called me and came to my house, but I didn’t recognize them.” Ms. Ao’s son was also deeply shocked and became bald overnight. “At that time, I had only one strong belief, that is, I must protect my children.” Ms. Ao introduced that because her son and husband’s desks could look at each other, the desk had been empty after her husband left. “Later, I found that my son deliberately closed the door. I was very sad and asked him why. He said he didn’t want to look at that place because he couldn’t see his father.” On August 7, 2023, Wang Mougang was sentenced to death with a two-year reprieve by the Intermediate People’s Court of Wuhan City, Hubei Province, and deprived of political rights for life. Ms. Ao told the New Yellow River reporter that she did not appeal the criminal case, “because Wang Mougang was identified as having limited (partial) criminal responsibility, so she had to accept the verdict.” Ms. Ao told reporters that although Wang Mougang had been sentenced to death with a reprieve, the compensation issue after her husband’s death still made her anxious. According to him, before the incident, Wang Gang tried to return to his hometown in Guizhou from Henan. Because his ID card was lost, he sought help from a rescue station in Zhengzhou and the Wuchang Public Security Bureau, but no attention was paid to it, which eventually led to Wang Gang sneaking into the Qinyuan Community of Hubei University to commit the crime.
A confession of Wang Gang obtained by the reporter showed that Wang Gang said that before the incident, he worked in a food processing factory in Zhengzhou, Henan. Because he was not feeling well, he wanted to return to his hometown in Guizhou. When he entered the train station, he found that his ID card was lost. “I found the rescue station in Zhengzhou and wanted them to help me go home. That night, the rescue station bought me a train ticket to Wuchang and asked me to find a rescue station in Wuhan for help after I arrived in Wuchang to help me return to Guizhou.” Wang Gang said that when he was sent to the train, the staff said that someone would pick him up in Wuchang, but when he arrived at Wuchang Station in the early morning of November 30, 2021, no one picked him up. Later, the passenger driver handed him over to the Wuhan police, and the police sent him to the Wuchang rescue station, but the rescue station was not open, so he wandered from the door of the rescue station to the Qinyuan Community. “I felt someone was chasing me from behind, I was very scared, so I walked in directly. I was afraid that the person chasing me would come into the community to look for me, so I picked up a stick more than one meter long and three or four centimeters in diameter for self-defense.”
Ms. Ao felt that according to Wang Mougang’s self-narration, and combined with Wang Mougang’s history of more than one illness and treatment before, if the rescue station in Zhengzhou that provided help at that time could verify his identity information, it might be possible to find that he had a history of mental illness in the system. In addition, according to the “Notice on Launching a Special Action to Improve the Quality of Rescue and Management Services for Homeless Beggars” jointly issued by the Ministry of Civil Affairs, the Ministry of Human Resources and Social Security and other national ministries and commissions, the outflow rescue management agency should establish an information ledger for returnees, and the inflow rescue management agency should feedback the information of the returnees to the outflow rescue management agency in written form (if no rescue management agency has been established, feedback to the local civil affairs department), and the outflow rescue management agency (civil affairs department) should do a good job in information connection and personnel reception. “And Zhengzhou did not There was no connection with the next rescue station in accordance with the law, which led to Wang Gang’s wandering to Wuchang. “Ms. Ao believes that the Wuchang Public Security Bureau failed to fulfill its responsibility to rescue Wang Gang and eliminate dangerous factors in accordance with the law, and let Wang Gang wander to the victim’s location. “At that time, the Wuchang Rescue Management Station was not open because it was not working hours, but it clearly stated that if there were qualified helpers at other times, they could be guided and escorted to the Municipal Rescue Management Station.” Ms. Ao also believes that Hubei University, as the actual property management party of Qinyuan Community, did not conduct any interrogation or obstruction on the unidentified Wang Gang entering the community, and failed to repair the damaged monitoring facilities in the community in time. There was no awareness of Wang Gang’s long-term wandering in the community and threatening the safety of residents, and no inspection or stopping measures were taken, resulting in damage.
Ms. Ao said that because it was impossible to determine which rescue station in Zhengzhou provided help at the time, she sued the Zhengzhou Rescue Management Station, Hubei University, and Wuchang Public Security Bureau together, and asked them to bear the corresponding joint and several liability.
In a civil defense obtained by the reporter, Hubei University stated that Wang Mougang had evaded the community and was concealed. His infringement was a sudden accident and had no legal causal relationship with Hubei University’s management behavior. Hubei University had fulfilled its security obligations within a reasonable limit and was not at fault. Therefore, it should not bear joint and several liability for Wang Mougang’s infringement. The Wuchang Public Security Bureau stated that the police station in front of the station under its jurisdiction handled the people’s requests for help in accordance with the rescue regulations. The police station was not at fault and had no causal relationship with the victim’s death. The evidence presented by the family of the deceased could not prove that the police station in front of the station was at fault. The Zhengzhou Rescue Management Station stated that it had no knowledge of Wang Mougang’s relevant situation and had never provided any rescue to Wang Mougang. According to the records of the National Rescue Management Information System for Vagrants and Beggars, there was no rescue relationship between it and Wang Mougang, nor had any contact or contact with him, and there was no causal relationship with the personal injury of the deceased.
On May 30, 2025, the Wuchang District People’s Court of Wuhan City made a first-instance civil judgment. The court believes that there are two controversial points in the case, one is the issue of tort liability, and the other is the issue of the plaintiff’s loss determination.
The judgment shows that regarding the issue of tort liability, in this case, the defendant Wang Gang hit Wang Ping with a wooden stick, causing the damage of Wang Ping’s death, and should bear all tort damages. The defendant Wang Gang entered the incident community without any obstacles on the day of the incident, and stayed in the community for a long time without being discovered. Although the defendant Wang Gang had evasive behavior, the defendant Hubei University, as the property management unit of the incident community, had serious regulatory loopholes in its property management. The tortious behavior of the defendant Wang Gang and the defendant Hubei University’s failure to fulfill its safety guarantee obligations combined to cause the death of Wang Ping. The defendant Hubei University should bear the corresponding supplementary liability. Since the defendant Wang Gang is unable to bear the compensation liability, the plaintiff’s losses should be borne by the defendant Hubei University, and the defendant Hubei University has the right to claim compensation from the defendant Wang Gang.
In this case, the defendant, Wuchang Public Security Bureau, Station Front Police Station, received the police report, verified the identity information of the defendant Wang Mougang and found it normal. When the defendant Wang Mougang asked for help to send him to the rescue station, the defendant’s behavior of sending the defendant Wang Mougang to the Wuchang Rescue Station in a timely manner was in compliance with the law and there was no fault; at the same time, the plaintiff’s evidence could not prove that the defendant Zhengzhou Rescue Management Station rescued the defendant Wang Mougang, nor could it prove that the defendant Zhengzhou Rescue Management Station’s behavior was causally related to the occurrence of the damage in this case.
In the end, the court determined that the plaintiff’s loss was 1,072,806.33 yuan, and the defendant Hubei University assumed all supplementary liability for this. The defendant Hubei University had deducted the 100,000 yuan paid to the plaintiff for handling Wang Mouping’s funeral on December 21, 2021, and needed to compensate the plaintiff for all losses totaling 972,806.33 yuan in one lump sum. The defendant Hubei University has the right to recover from the defendant Wang Mougang; the plaintiff’s other claims were rejected.
Ms. Ao said that she did not agree with the amount of compensation and the determination of the party responsible for compensation. She has filed an appeal and as far as she knows, Hubei University will also appeal. “He is now in his prime and his annual salary is on an upward trend. There is data to support this. From the perspective of the party responsible for infringement, even if one party is willing to take responsibility or express an attitude towards Wang Mouping’s death, I can accept it.” On June 20, the reporter asked Hubei University and its attorney for confirmation, but received no response. The reporter then called the Wuchang Public Security Bureau and the Zhengzhou Rescue Management Station, and both parties said they were not clear about the case.
