
The Philippine Anti-Kidnapping Squad revealed in its latest disclosure that Gong Wenli, the suspect in the kidnapping and murder of Anson Que, a Chinese Filipino known as the “Steel King,” in March of this year, is a true “female demon,” only 26 years old.
According to the disclosure, an investigation revealed Gong Wenli’s involvement in at least 15 other kidnappings. Police, concerned that the kidnappers may escape justice due to insufficient evidence, are publicly urging more victims to come forward.
In March of this year, after the kidnapping of Anson Que, a Chinese Filipino known as the “Steel King,” his family paid a hefty ransom of approximately 210 million pesos (approximately 26.93 million RMB), he was still murdered. His body was found on April 9th, shocking the local business and Chinese communities.
On April 30th, Philippine police issued a reward for information leading to Gong Wenli’s whereabouts.
On May 19th, a police spokesperson confirmed that two suspects, a man and a woman, were arrested at a Boracay resort on the 17th. The female suspect was Gong Wenli. She was accused of luring Guo Congyuan to the location where he was kidnapped and using Guo Congyuan’s phone to negotiate a ransom with his family. The other male suspect, a hairdresser, was suspected of using a realistic mask to help the female suspect conceal her identity.
According to photos of evidence provided by police at the press conference, at the scene of the arrest, police seized a 3D plastic headpiece with the face of a European or American woman. Police claimed it was a prop Gong Wenli used to conceal her identity while evading police. Philippine National Police spokesperson Jean Fajardo revealed that Gong Wenli had arrived in Boracay on April 26, 2025, by private jet and had been hiding on the island, moving between hotels. At the time of her arrest, Gong Wenli was with her parents.
According to reports, 68-year-old Guo Congyuan, whose ancestral home is Yongchun, Quanzhou, Fujian, is the owner of Elison Steel and a well-known steel tycoon in the Philippines. He and his driver were kidnapped on March 29th after attending a dinner in Bulacan Province. His family received a ransom demand from the kidnappers and anxiously paid the exorbitant sum of 210 million pesos (approximately 26.93 million RMB) in three installments.
An insider who knows Guo Congyuan described him as a compassionate entrepreneur. “He’s a great philanthropist. This year (2025) he even returned to Longshui Village, Xianjia Town, Yongchun County, Fujian Province, for the Lunar New Year. He returns two or three times every year and donates significantly to the development of his hometown.” Reports indicate that Guo Congyuan has donated over 20 million RMB to his hometown since 1985.
Guo Congyuan is also active in several local Chinese communities in the Philippines and serves as the founding president of the Philippine Chinese Chamber of Commerce.
