The couple runs a surrogacy company called “Mark Surrogacy”. The FBI called the case a dark plan “related to China, selling babies for profit” and called the surrogacy agency a “national security threat.”
Informed sources revealed that there are as many as 40 children involved in the case, 21 of which are blood-related to the couple involved in this case.
The origin of this case was originally an investigation into a baby abuse case. The investigators traced the baby’s home and found that there were 21 young children living in the mansion. The investigation found that the registered legal Chinese parents of the 21 children were 65-year-old Guojun Xuan and 38-year-old Silvia Zhang. The couple founded “Mark Surrogacy” and specializes in surrogate mothers.
According to public information on the official website of the California Secretary, the company was founded on May 11, 2021, and its registered address is the mansion involved in Arcadia. It was closed in October 2024, and resumed operation in February 2025. It was closed again on June 13 this year.

Facebook contact, surrogate mothers all over the United States
Kayla Elliot, a surrogate mother who worked with “Mark Surrogacy”, said that the company contacted many surrogate mothers on Facebook, all over the United States, and they all served as surrogates for a Chinese couple. They later learned that the surrogacy company was opened by the couple. She said that after “Mark Surrogacy” closed, the couple opened another surrogacy company “Future Spring Surrogacy”. According to public information, the company was founded in El Monte on July 11 last year and closed on May 15 this year.
According to KTLA5 TV station, among the many mothers involved in surrogacy, one gave birth to a child in Florida in June this year, but the child unfortunately died; two Los Angeles surrogate mothers said that they gave birth to children for the couple through “Mark Surrogacy”. One surrogate mother gave birth in March this year, and the other surrogate mother gave birth to two sons in 2022 and 2024 respectively. A surrogate mother in Pennsylvania said that she is now 26 weeks pregnant through “Mark Surrogacy” and does not know what to do in the future.
21 children, mostly infants and toddlers
Currently, relevant departments have removed a total of 15 children from the couple’s Arcadia mansion and 6 children from other places. The youngest of these children is two months old and the oldest is 13 years old. Most of them are infants and toddlers. In May this year, a nanny in the Arcadia mansion attracted the attention of the police for abusing a two-month-old baby. Currently, the 56-year-old nanny Chunmei Li is on the run.
According to Zhang Minyi, the director of operations of the reproductive center of EFC (Ember Fertility Center), the current market price of a surrogacy service is around US$150,000. Under current laws, surrogate mothers have the right to know the source of the other party’s sperm or egg provider and whether there are infectious diseases. These are all information disclosed by doctors and lawyers on both sides in accordance with legal regulations during the process, and the judge finally agrees to give the child’s custody to the party seeking the child. There is no obligation to disclose other information of the party seeking a child, including the party’s job and how many children are in the family, to the surrogate mother.
