
Shen Qingjing, president of the Weijing Group, was involved in the Jinghuacheng scandal. Due to his worsening condition, he recently asked his lawyer to apply for bail. The Taipei District Court made a ruling on the 11th last week, allowing him to be detained under three conditions: “100 million bail + 200 million personal insurance + technological monitoring”. During this period, he will be restricted from living and going abroad for 8 months. At the same time, he must be monitored by mobile phone and wear an electronic anklet. However, as of press time, there has been no news of Shen Qingjing’s bail.
Shen Qingjing has been detained for more than 10 months since August 30 last year. Due to repeated urinary tract infections, eczema, Parkinson’s disease and other diseases, he has visited the doctor 273 times as of May 12 this year. In addition, he has been guarded for medical treatment for a total of 11 times due to physical discomfort, and the number of emergency visits is as high as 6. Recently, he asked his defense lawyer to apply for bail.
The lawyers claimed that Shen Qingjing had experienced whole body tremors, slurred speech, and difficulty swallowing. His health condition was extremely unstable and his life was in danger at any time. During his detention in Taipei Detention Center, he often experienced involuntary tremors, head shaking, throat shaking, hand shaking, and whole body convulsions. In addition to slurred speech and difficulty swallowing, Shen Qingjing was very likely to choke or cough when eating or drinking.
The lawyers pointed out that Shen Qingjing was taken to the emergency room for emergency treatment once a month on average, which not only caused a burden on the Taipei Detention Center’s guard and care manpower, but also proved that Shen Qingjing’s physical condition was no longer able to continue detention. The disease Shen Qingjing was suffering from was obviously difficult to cure without treatment outside the parole, so they requested the judge to grant bail for detention.
The Taipei Court of Appeal made a ruling on the 11th last week that in addition to Shen Qingjing’s personal bail of NT$100 million, he must also find a person with considerable financial resources as a guarantor and submit a guarantee of NT$200 million before his detention would be allowed to stop. During the detention period, he will be restricted from living, leaving the country and going to sea for 8 months. He will also be subject to mobile phone monitoring and wearing an electronic anklet.
According to the ruling, if Shen Qingjing flees in the future, the guarantor should pay the specified guarantee amount (i.e. 200 million yuan) in accordance with the provisions of the Criminal Law. Failure to pay may be enforced. In addition, if Shen Qingjing finds a guarantor, he should first provide his ID number for the clerk to query through the “Tax Electronic Gate”. If the assets are not commensurate and there is no other proof of financial resources, the Taipei Court will not agree to the person serving as a guarantor.
